Tina is a Licensed Mental Health Counselor in New York State with a Perinatal Mental Health Certification and EMDR training. A graduate of Columbia University (M.A.) and Rutgers University (B.A.), she brings academic rigor and genuine warmth to her clinical work.

As a child of immigrants with Cantonese and Toisanese heritage, Tina understands firsthand the emotional complexity of navigating between worlds. She specializes in working with BIPOC clients, first- and second-generation Americans, new and expecting parents, and young adults in transition.

We recommend calling the Member Services number on the back of your insurance card and asking:

Do you accept Medicaid?

We are actively working toward becoming in-network with Medicaid plans and hope to offer this in the near future. Currently we accept Aetna, Anthem Blue Cross & Blue Shield, Carelon Behavioral Health, and Cigna. Please reach out and we will do our best to help you find a path to care.

What if I have out-of-network benefits?

If your plan includes out-of-network mental health benefits, we can provide a superbill (a detailed receipt) that you submit to your insurance company for partial reimbursement.

When is payment due?

Payment is due at the time of service. We accept major credit cards, HSA cards, and FSA cards. We do not bill retroactively for missed payments.

What is your cancellation policy?

We require 24 hours notice to cancel or reschedule a session. Late cancellations and no-shows are charged at the full session rate, as this time cannot be offered to another client.

Do you offer sliding scale fees?

We are committed to accessibility. A limited number of sliding scale spots are available based on financial need. Please reach out to discuss whether this may be an option for you.

Are telehealth sessions billed the same?

Yes. Telehealth sessions are covered by our in-network insurance plans for clients in New York, Vermont, and Florida.

Telehealth therapy is clinically effective and appropriate for most of the concerns we treat. If you are unsure whether telehealth is right for your situation, the guidance below may help — and we are always happy to discuss this during your free consultation.

  • EMDR trauma processing for clients who are otherwise clinically stable

When a higher level of care may be needed

Liu Mental Health Counseling is an outpatient telehealth practice. We are not a crisis service. Out of genuine care for your safety, we may not be the appropriate level of support if you are currently experiencing:

  • Active suicidal ideation with a plan or intent to act
  • Active self-harm requiring medical attention
  • Severe psychiatric symptoms, including psychosis or severe dissociation
  • Active substance dependence requiring medical supervision or detox
  • Recent psychiatric hospitalization requiring step-down or intensive outpatient care

During our initial consultation, we will ask a few questions to ensure that outpatient telehealth therapy is a clinically appropriate fit for where you are right now. Good Faith Estimate

Under the No Surprises Act (effective January 1, 2022), healthcare providers are required to provide uninsured or self-pay patients with a Good Faith Estimate of expected costs before services are provided.

Your Right to a Good Faith Estimate

You have the right to receive a Good Faith Estimate (GFE) for the total expected cost of any non-emergency healthcare services, including mental health therapy. This right applies if you are uninsured or if you choose not to use your insurance for our services.

This estimate is provided to help you understand and budget for your healthcare expenses. It does not require you to obtain care from Liu Mental Health Counseling, and you are free to seek care from other providers.

Expected Costs for Our Services

The following are expected session fees for self-pay clients at Liu Mental Health Counseling PLLC. Actual costs may vary depending on your assigned provider and the specific services rendered.

  • Initial Intake Session (60 minutes): $150–$250
  • Individual Therapy Session (50 minutes): $150–$250
  • EMDR Session (60 minutes): $150–$250
  • Perinatal Specialty Session: $150–$250

If you use insurance, your actual out-of-pocket costs (copays, coinsurance, deductibles) will depend on your specific plan. We recommend contacting your insurer to verify your mental health benefits prior to your first session.

How the Estimate Is Calculated

The Good Faith Estimate is based on information known at the time of scheduling. It includes the cost of all scheduled services but does not account for unforeseen clinical circumstances that may arise during your care. The frequency and duration of therapy are individualized and will be discussed collaboratively with your therapist.

Scheduling and Duration

Therapy frequency and duration are determined collaboratively with your therapist based on your clinical needs and goals. Sessions are typically scheduled weekly or bi-weekly. The total number of sessions varies by individual — short-term work may involve 12–20 sessions, while some clients engage in longer-term therapy.

Your Rights if Billed Significantly More

If you receive a bill that is at least $400 more than your Good Faith Estimate, you have the right to dispute the bill. Contact us within 120 days of receiving the bill to request a review.
